One City, Two Markets
Irving permits its own work through its own building department under its own adopted amendments, and records deeds with the Dallas County Clerk at $25 for the first page and $4 for each additional. Neither Dallas nor any county permits inside the city limits. The regional picture is on our page covering North Texas rules and county differences.
What makes Irving unusual is not the administration but the split in the housing itself. Mid-century neighbourhoods with single-storey brick ranches on modest lots sit within a short drive of substantially newer, larger development built on land that was industrial or open until comparatively recently.
Why Do Irving Offers Vary So Much Across the City?
Which Era Your Block Belongs To
The mid-century neighbourhoods date largely from the 1950s and 1960s; the newer development runs from the 1990s and 2000s onward. Deeds record with the Dallas County Clerk at $25 for the first page and $4 for each additional page. An asbestos survey is required before demolition under the Texas Asbestos Health Protection Rules and federal NESHAP, with a state notification fee of at least $55 payable by the owner.
The practical test is straightforward. On mid-century stock, the building is a modest share of a lot that carries real value, the framing is dimensional lumber, and a fire that spares the roof structure and the slab leaves a repairable house. On modern stock, the improvement carries almost all the value, the framing is engineered, and heat exposure to trusses or floor systems means replacement rather than repair.
A buyer applying one formula across the whole city will be wrong on half of it. That cuts both ways for a seller: the mid-century owner risks being underpaid by a buyer pricing an expensive rebuild that is not required, and the modern owner risks being underpaid by one pricing a cheap repair that is not possible.
Irving sets its own permit fees, review times and any local overlay requirements. We have not confirmed the current schedule and publish no figures here. The city's building department will quote them for your address.
What the Slab Does in Both Cases
Both eras are predominantly slab-on-grade over the same expansive clay soils that run under the region. Whether heat reached the slab, and whether the soil had already moved it, matters regardless of which market your house sits in.
The difference is what a compromised slab costs. On mid-century stock, replacing a modest slab is a manageable line in a rebuild. On a large modern house it is a substantial one. Establishing the slab condition before entertaining offers is worth more on the newer stock than the older, and worth doing on both.

Irving in Context
Where the post-war ranch stock runs uniformly and the numbers tighten as a result, the position is set out on our page about a large post-war suburb. Where newer construction dominates outright and deed restrictions add a private layer, see our page for a city of newer subdivisions.
Irving Questions
How Do I Tell Which Market My House Is In?
The build year on the appraisal district record settles it, and it is free to look up. Anything from the mid-century tracts behaves like the older stock; anything substantially later behaves like the newer.
Is Irving in Dallas County?
Yes for the great majority of the city, which sets the recording fee and the appraisal district.
The Fire Reached the Attic of a Newer House.
That is usually the expensive case, because engineered roof trusses are replaced as assemblies rather than repaired. Worth an engineer's assessment before accepting a figure priced as a repair.
